READVERTISED: Expression of interest: Policy paper on the rights of overseas Pakistani prisoners
HRCP seeks expressions of interest from qualified individuals to develop a policy paper assessing the situation of Pakistani overseas prisoners while evaluating the legal, institutional, and diplomatic mechanisms that exist for their protection and repatriation.
The assignment’s scope of work includes:
- Providing an updated quantitative and qualitative analysis of Pakistani prisoners in foreign prisons (disaggregated by country of imprisonment, gender, age, and nature of crime)
- Analysing the existing national legal framework, including but not limited to, the Transfer of Offenders Ordinance 2002 and Pakistan’s prisoner transfer agreements, especially with countries that house the most Pakistani prisoners; identifying gaps in this framework, if any; and making recommendations in this regard.
- Assessing the issues pertaining to access to consular services for Pakistani prisoners abroad under the framework of the Constitution of Pakistan, the Vienna Convention on Consular Relations 1963 and any other relevant instrument of international law.
- Identifying and critically analysing the rulings and directions of courts of law in Pakistan with regard to prisoners abroad and tracking the challenges, if any, in implementation.
- Gathering testimonies and firsthand information, where possible, of the ordeals faced by Pakistani prisoners abroad.
- Describing the trial processes and rights available in Pakistan to exchanged prisoners.
- Assessing the coordination between federal and provincial governments in regard to overseas prisoners and identifying any challenges that may be consequential for prisoners’ rights.
Applicants should have at least a bachelor’s degree in law, a minimum of five years’ professional and/or academic experience, and experience of research related to prison reforms.
Applicants should submit:
- A cover letter addressing the requirements stated above.
- A detailed CV, including contact details for at least one client for whom the applicant has carried out similar work.
- A brief technical and financial proposal.
- A copy of their CNIC.
We expect to engage the consultant’s services for 8–10 weeks from the date of signing an MOU.

Shortlisted proposals will be evaluated on a technical (70 percent) and financial (30 percent) basis.
