Call for expressions of interest: Campaign on the right of informal labour to engage in collective bargaining<\/strong><\/p>\n

HRCP seeks expressions of interest from qualified individuals or firms\/organisations to develop and execute a campaign focused on strengthening the capacity of workers in the informal sector to engage in collective action to demand fair wages, better working conditions, and job security, among other labour rights.<\/p>\n

The campaign advisor will be expected to:<\/p>\n

    \n
  • Develop a campaign strategy setting out key campaign narratives, messages and slogans, target audiences, communication channels, advocacy opportunities and approaches for coalition building and public engagement.<\/li>\n
  • Identify and analyse priority campaign issues that can unite informal-sector workers around common demands, with particular attention to fair wages, decent working conditions, job security and collective action.<\/li>\n
  • Map relevant stakeholders and potential allies, including workers\u2019 organisations, trade unions, civil society groups, labour rights advocates, the media and other actors who can strengthen the campaign and broaden public support.<\/li>\n
  • Produce accessible digital campaign materials, including short videos, infographics, social media content, explainers and other materials (primarily in Urdu) that raise awareness, mobilise informal workers, build public support and communicate campaign demands effectively.<\/li>\n
  • Support campaign rollout and worker mobilisation, including testing campaign messages with workers, facilitating public engagement and adapting campaign approaches based on feedback and emerging opportunities.<\/li>\n<\/ul>\n

    Applicants should have at least\u00a0five years\u2019 experience of designing and executing rights-based campaigns. Applicants with experience of labour rights advocacy may be given preference.<\/p>\n

    Applicants should submit a detailed technical proposal in English, including:<\/p>\n

      \n
    • A cover letter referring to this call for expressions of interest, introducing the applicant\u2019s relevant expertise, demonstrating an understanding of the assignment, outlining the proposed approach and formally expressing interest in undertaking the assignment.<\/li>\n
    • An organisational profile (where applicable).<\/li>\n
    • Detailed CV(s).<\/li>\n
    • A description of the methodology that will be applied to address the terms of reference above, including additional improvements and best practices that may be employed.<\/li>\n
    • A portfolio of any previous campaigns successfully executed.<\/li>\n
    • One reference from a previous client for whom the applicant has carried out similar work.<\/li>\n
    • A copy of their CNIC (for individuals) or NTN\/STRN (firm\/organisation).<\/li>\n<\/ul>\n

      We expect to engage the campaign advisor\u2019s services for up to eight weeks from 21 September to 13 November 2026. The total maximum remuneration available for this assignment is approximately PKR 641,000 (net receivable after tax).<\/p>\n
