Call for expressions of interest: Study on national preventive mechanism against torture<\/strong><\/p>\n

HRCP seeks expressions of interest from qualified individuals or firms\/organizations to conduct an EU-funded study examining the legal, institutional, and operational requirements of establishing a national preventive mechanism (NPM) under the Optional Protocol to the Convention against Torture (OPCAT) in the event of Pakistan’s accession. Drawing on desk-based legal analysis, comparative institutional research, and online interviews with key stakeholders, the report is designed to (a) assess whether Pakistan should designate the National Commission for Human Rights as its NPM (with or without reforms) or establish an independent NPM, and (b) make clear recommendations on the most viable institutional path forward.<\/p>\n

Candidates should have at least\u00a0seven years\u2019 experience of legal and institutional analysis in human rights, including themes related to torture, detention monitoring, and international human rights law.<\/p>\n

Applicants should submit a detailed technical proposal in English, including:<\/p>\n

  • A cover letter referring to this call for expressions of interest, introducing the applicant\u2019s relevant expertise, demonstrating an understanding of the assignment, outlining the proposed approach and formally expressing interest in undertaking the assignment.<\/li>\n
  • An organizational profile (where applicable).<\/li>\n
  • Detailed CV.<\/li>\n
  • A description of the methodology that will be applied to address the terms of reference<\/u><\/a>, including additional improvements and best practices that may be employed.<\/li>\n
  • One reference from a previous client for whom the applicant has carried out similar work.<\/li>\n
  • A copy of their CNIC (for individuals) or NTN\/STRN (firm\/organization).<\/li>\n<\/ul>\n

    We expect to engage the consultant\u2019s services for up to eight weeks from 22 June to 14 August 2026. The total maximum remuneration available for this assignment is approximately PKR 605,000 (net receivable after tax).<\/p>\n
