Marking\u00a0International Day\u00a0of the\u00a0Victims of\u00a0Enforced Disappearances, the Human Rights Commission of Pakistan (HRCP)\u00a0expresses grave concern over the lack of progress not only in tracing victims but also holding perpetrators accountable.\u00a0Despite repeated calls for action from civil society, including victims\u2019 families, the state has failed to legislate against enforced disappearances. The next elected government\u2014if it is serious about upholding principles of justice and accountability\u2014cannot afford to drag its feet on this matter.<\/p>\n<p style=\"font-weight: 400;\">Speaking at a meeting in Islamabad,\u00a0Council member\u00a0and former senator\u00a0Farhatullah Babar\u00a0said that,\u00a0despite the creation of a special cell at General Headquarters in July 2019, there had been no progress\u00a0towards eliminating enforced disappearances. Mr\u00a0Babar emphasised\u00a0that\u00a0repeated demands for\u00a0victims\u2019\u00a0release and recovery had fallen on deaf ears, emanating from high-powered cabinet and parliamentary committees\u00a0as well as\u00a0the Peshawar High Court. He reiterated the need for transparency and accountability,\u00a0strongly\u00a0urging\u00a0the\u00a0authorities\u00a0concerned\u00a0to\u00a0shut down\u00a0extra-legal internment centres\u00a0where many victims of enforced disappearance were allegedly held.\u00a0Mr\u00a0Babar\u00a0also\u00a0said that political bickering over the enforced disappearances bill and its constant removal from the parliamentary agenda underscored the fecklessness of\u00a0state\u00a0stakeholders\u00a0in\u00a0making\u00a0any\u00a0progress\u00a0on the issue.<\/p>\n<p style=\"font-weight: 400;\">At a meeting in Lahore, HRCP chairperson Hina Jilani stressed the importance of defining and punishing the offence in line with international standards. She condemned the use of torture, extrajudicial killings and secret detentions, emphasising the need for a robust legal framework that protects civil liberties.
